Keynote speaker at the Delft-FEWS international User Days: May Layugan

Maycarol Z. Layugan Manager, Operations Center Philippine Red Cross 
 
May Layugan is the Manager of the Philippines Red Cross’ 24/7 Operations center where she leads the deployment of country-wide ambulance dispatch, first aid responses, epidemic responses, and emergency and disaster response. She took over OPCEN in 2014 and in less than a year, initiated and completed the department’s modernization from a call-taker type to a full-blown command center.

Her department is in-charge of basic weather and hazard analysis, nationwide incident monitoring, dispatch and mobilization of emergency assets and volunteers and the use of the newly implemented dispatch system, sending alerts to all volunteers and staff as well as gathering and analyzing reports from the field during operations. She is also incharge in managing a team of developers and Geographic Information System specialists and a call center operated by volunteers during major incidents.

May is also one of the instructors of the Philippine Government for the development of their own Emergency Operations Center (EOC). She recently helped Ethiopian Red Cross Society in establishing their own Operations Center with the support of the Canadian Red Cross. 
 
May is an avid nature-lover. In her free time she enjoys going to the beach, hiking and camping.
