Coast / Estuary

Coastal systems are among the most dynamic physical systems on earth and are subject to a large variety of forces. The morphodynamic changes occurring to coastlines worldwide are of great interest and importance. These changes occur as a result of the erosion of sediments, its subsequent transport as bed load or suspended load, and eventual deposition. 
Estuaries are partly enclosed water bodies that have an open connection to the coast. Estuaries generally have one or more branching channels, intertidal mudflats and/or salt marshes. Intertidal areas are of high ecological importance and trap sediments (sands, silts, clays and organic matter).
Within the Delft3D modelling package a large variation of coastal and estuarine physical and chemical processes can be simulated. These include waves, tidal propagation, wind- or wave-induced water level setup, flow induced by salinity or temperature gradients, sand and mud transport, water quality and changing bathymetry (morphology). Delft3D can also be used operationally e.g. storm, surge and algal bloom forecasting.

Hi all! I hope you are well!
I'm having difficulty in prepare the meteorological forcing files .amp, .amu, .amv, .amc, etc., varying temporal and spatialy. I found an OET function "delft3d_io_meteo_write", I already tried on my own, reading the help, the function sctructure, but I still couldn't do the deltf3d meteo files. I prepared a netCDF file as specified, with four dimensions (parameter number, time, long and lat), and with the variables surface pressure, u10, v10, air temperature, relative humidity and total cloudiness cover, for the period I will simulate. However, I can't totaly understand how the function works. The function description is: "<fid> = delft3d_io_meteo_write(file,time,data,x,y,<keyword,value>),  where file can be fid (opened by previous call) or a filename (1st call wipes existing file with same name), time is the time in Matlab datenumbers.  A header block is inserted when newgrid==1 or x and y are supplied." 
What is "file", the netCDF file I created? what is data, the same as in the netCDF? Sorry, but I can't understand this "badly detailed" description. Please, someone can help me with these OET matlab function, or other way that I do not know to prepare the meteo files? The grid and meteorological data is attached below.
