D-Flow Flexible Mesh

D-Flow Flexible Mesh (D-Flow FM) is the new software engine for hydrodynamical simulations on unstructured grids in 1D-2D-3D. Together with the familiar curvilinear meshes from Delft3D 4, the unstructured grid can consist of triangles, pentagons (etc.) and 1D channel networks, all in one single mesh. It combines proven technology from the hydrodynamic engines of Delft3D 4 and SOBEK 2 and adds flexible administration, resulting in:

  • Easier 1D-2D-3D model coupling, intuitive setup of boundary conditions and meteorological forcings (amongst others).
  • More flexible 2D gridding in delta regions, river junctions, harbours, intertidal flats and more.
  • High performance by smart use of multicore architectures, and grid computing clusters.

I am receiving the error:
/usr/local/lib: file not recognized: Is a directory
well into the make process.  I am puzzled why the make process can run so long before it generates the error.  Any help or suggestions of things to try will be appreciated. 
Here is the environment:
CentOS 7
All prerequisites compiled/built with gcc/gfortran 6.5.0 (because 4.8.5 is the default on this system).
Attempting delft3d make using the same compiler 6.5.0.
No errors on autogen or configure and make has been running for a good while before the above error shows up.
Since I am sending the make screen output to a file, I can look back and see if any other errors are occurring.  I didn't see anything put compiler warnings.
Below is some additional information include the ./configure command, the values for various environment variables, the make command and some context from the make log file around the area of the error.  I have the setting of the environment variables in a script so I can source them in both standard user mode (where autogen and configure are done) and in root mode (where make is done) so I can be sure of the values in effect.
