Turned LWave off, short waves still influencing NLSW

I turned LWave off in my model, but am still getting wave setup, although reduced in magnitude relative to model runs with LWave on.

The manual states that turning LWave off removes short wave forcing from the NLSW equations. Is it possible there is still influence through the shear stress term, though? Is the wave forcing term in the NLSW removed completely?

I'm running my model in surfbeat mode with constant short wave spectra at the offshore boundary.
